The fuel filter is somewhat of a restriction so it would be more accurate after, but (tho I could be wrong) I can't imagine much of a pressure drop across it. I've thought of trying to find some kind of ball valve to install just after the fuel filter so you could just screw a pressure gauge onto it and then disconnect it without going through the process of opening the system, releasing the pressure, etc, but I haven't come across the right valve.
